Precinct Plan at Penrith Councils website Background Information The 30.3 hectare Dunheved Industrial Precinct will be the next area of the ADI Site to be developed. The Blacktown and Penrith Local Government Areas divide this Precinct. The Northern section (18.4 ha) is within the Blacktown LGA and the Southern section (11.9) is within the Penrith LGA. This means Blacktown and Penrith Councils will jointly be the consent authorities of Lend Lease Dunheved Precinct Plan. Lend Lease recently held an information session about its Dunheved Precinct Plan meaning lodgement with Council is imminent.
The above picture of the Dunheved Precinct is from the Sydney Regional Environmental Plan 30 (SREP 30) Structure Plan for the ADI Site approved by the NSW Government. You will notice that there are vertical lines shading the map, these lines denote that this area can be filled. This 30.3ha Precinct sits within the South Creek floodplain. It is flood prone land and it lies almost entirely below the 1:100 Annual Exceedance Probability (AEP) flood line. Councils usually prohibit any development below the 1:100 AEP level. The NSW Government and Lend Lease being aware of this have colluded to get around this problem and authored SREP 30 permitting Lend Lease to lodge Precinct Plans that propose the filling of massive areas of the South Creek floodplain. In total 90 ha of the ADI Site is allowed to be filled by SREP 30. A larger 60 ha area is planned to be filled in the nearby Central Precinct. The Dunheved Precinct if allowed to be filled by BCC and PCC will set a planning precedent for the Central Precinct. ADI RAG believes that the Dunheved Precinct should not proceed because of the proposal to fill areas of the South Creek floodplain. Lend Lease have indicated that they will need to dump 1.4 metres of fill across the 30.3 ha Precinct to raise it above the 1:100 AEP level. This will result in a massive loss of floodplain storage which could increase the risks to local residents and businesses when South Creek floods. Penrith and Blacktown Councils expressed their opposition to the filling of the floodplain when they lodged their submissions to the NSW Governments draft SREP 30 in 2000. ADI RAG believes that as Lend Lease are promising this Precinct will create 600 jobs that both Councils will back flip on their policies and approve their Precinct Plan.
