To the Mayors of Penrith and
Blacktown City Councils
Submission to Draft Dunheved Precinct Plan
Dear
Mayors Thain and Kelly,
I wish to
express my opposition to the Draft Dunheved Precinct Plan lodged with your
Council by Delfin Lend Lease for the following reasons:

I
believe it is irresponsible to allow development of the South Creek
Floodplain. Floodplains are there for a reason. It is irresponsible to
allow floodplains to be filled

It
is irresponsible of Council to assess this plan using 1991 floodplain
data. Consultants have only just been employed to conduct a new
Council study and it should be this new data, taking into
consideration climate change and the impact of the North and South
West Growth Centres within the South Creek valley, that is used to
guide Councils assessment of this plan

Council
may not be acting in good faith if it approves this plan before the
new floodplain data has been gathered. Therefore exposing ratepayers
to potential litigation

It
is hypocritical of both Councils to allow development and filling of
the South Creek Floodplain within your LGA whilst denouncing the same
concept further downstream in the proposed North West Growth Centres
-
There
will be 450,000 cubic metres of fill required for this development
site. You have historically argued that any filling of floodplain
requires the provision of compensatory floodplain storage. Where is
this equivalent area of compensatory floodplain storage situated?

How
many truckloads will be required to transport this amount of fill to
this area? When will these trucks operate? Will they be using our
roads? Which roads? Will this fill be 100% guaranteed free of
contaminants such as asbestos?

I
oppose Council entering ratepayers into legally binding Development
Agreements or Public Private Partnerships with developers. I do not
want to be limited by such contracts such that my elected
representatives cannot amend or repeal plans or act in the public
interest. Can you guarantee this would not happen?

I
oppose any new roads that will increase the amount of cars and trucks
using Dunheved Road
